On the Directives of Director General Karachi Development Authority (KDA) Syed Muhammad Ali Shah, Department of Estate and Enforcement demolished on Thursday more than 500 hutments and other illegal structures built over amenity plots in Gulistan-e-Johar Block 1-A plots of the city, using heavy machinery and cleared 15 acres land.

Operation to remove encroachments was carried out with coordination of local administration and law enforcement agencies.

According to KDA Spokesperson, DG KDA will submit a proposal to Sindh Government for establishment of buildings of Provincial Disaster Management Authority (PDMA) on evacuated land in Gulistan-e-Johar block1/A.

The spokesperson further said that no pressure will be accepted during the indiscriminate operation against encroachments, and the Estate and Enforcement Department is spending all its energies to for eviction of encroachers of land property. The process of implementing a monitoring system is ongoing and steps are being taken to protect the lands from occupants, he said in a press release. (PR)

Sindh Chief Secretary preside over meeting to review anti-encroachment drive, wheat procurement, price control, anti-polio campaign and other key issues

Karachi: A meeting, presided over by Sindh Chief Secretary Syed Mumtaz Ali Shah on Monday, was informed that encroachments from 3082 acres of irrigation lands have been removed in Karachi besides 250 acres of land at Malir River.

The Deputy Commissioners of respective districts informed that encroachments on 389 acres in Jacobabad, 573 acres in Shikarpur, 38 acres in Larkana and 149 acres in Jamshoro have also been removed.

All the commissioners and deputy commissioners informed the meeting regarding ongoing drive of removal of encroachments from irrigation lands and price control.

Regarding the price control, it was informed that a fine of Rs.32,81,700 has been imposed on 636 shops and shopping centers in different areas of Karachi. A fine of Rs.52,500 was imposed on 493 shops in Larkana, Rs.51,100 on 258 shops in Tando Allahyar and Rs.127,200 on 407 shops in Sukkur.

Chief Secretary Mumtaz Ali Shah said that prices should be controlled and crackdown should be carried out against profiteers before and during the Ramadan.

Mumtaz Ali Shah directed all the Deputy Commissioners to submit a report on price control and action against profiteers every week. He directed all the commissioners and deputy commissioners to monitor the polio campaign. He urged that the target of procurement of wheat should be completed in any case.

The meeting was attended by Secretary Services Saeed Ahmed Mangnajo, Food Secretary Abdul Haleem Sheikh, Secretary Irrigation and all the Divisional Commissioners and Deputy Commissioners of districts. (PR)

Several encroachments removed in Qasimabad and City areas

Hyderabad: Following the court orders, the Hyderabad administration continued its ongoing anti-encroachment drive in Qasimabad and other city areas on Wednesday.

The anti-encroachment teams, led by Assistant Commissioners Gada Hussain Soomro of Qasimabad Taluka and Abu Bakar Sadhayo of City Taluka, and supported by the local police, removed a number of encroachments from both sides of the roads.

The operation was carried out in Alamdar Chowk area of Qasimabad and the Chhotki Ghiti (street) of City Taluka. The teams used heavy machinery to demolish structures and other encroachments including the sheds outside the shops and cabins etc.

Speaking on this occasion, both the officials said that Deputy Commissioner Hyderabad Mr. Fuad Ghaffar Soomro wants to ensure strict compliance of the court orders and has issued directives in this regard. They advised the shopkeepers and other encroachers to remove the encroachments voluntarily to avoid losses or otherwise the administration would use heavy machinery to get the areas cleared, as by occupying the space on roadsides have created congestion making the vehicular traffic and pedestrians difficult to pass.

Commissioner Hyderabad calls for close coordination among district administration and irrigation department officers; nominates ADC for supervision

Hyderabad: The district administration and irrigation department officials have claimed having removed 70 to 80 percent encroachments from the canals in Hyderabad during ongoing first phase of the anti-encroachment drive launched in compliance of the orders of Sindh High Court.

The officials, however, sensing the lack of coordination viewed that close coordination is much needed among the district administration and the irrigation department to complete the drive for which two more phases are yet to be carried out, sources in administration said.

Commissioner Hyderabad Division Muhammad Abbas Baloch, who presided over a meeting on Tuesday to review the progress of anti-encroachment drive, said that the success of first phase of anti-encroachment drive was not possible without coordination among all the stakeholders but still there is need to improve the coordination at Taluka level.

Nominating the Additional Deputy Commissioner Hyderabad-I as the focal person, the Commissioner said that nominating a focal person is aimed to supervise the anti-encroachment drive to achieve maximum results.

He underscored the close coordination among all the stakeholders particularly between the irrigation department and district administration Hyderabad.

Chief Engineer Irrigation Haji Khan Jamali briefing the meeting on progress of drive said that in first phase the encroachments are being removed from the irrigation canals including Wadhu Wah, Akram Wah, Phuleli Wah and other canals which will be completed and hundred percent target will be achieved within the stipulated time. He said that the second phase of anti-encroachment drive will be started very soon and then final and third phase will be undertaken in compliance of the directions of Sindh High Court. He also directed the engineers for close coordination and cooperation with district administration for completion of first phase and also for the remaining two phases for the removal of all kinds of encroachments.

Deputy Commissioner Hyderabad Fuad Ghaffar Soomro briefed in the meeting regarding removal of encroachments in all talukas of the Hyderabad district and requested the Chief Engineer Irrigation for the proper and clear map as the further anti-encroachment drive could be started accordingly.

DC Hyderabad directed all the Assistant Commissioners of various Talukas of the district to cooperate with irrigation staff to take integrated efforts for the removal of encroachment on irrigation land.

Additional Deputy Commissioners Tabraiz Sadiq Mari, Qaim Akber Nimai, Taluka Assistant Commissioners Muhamnad Ibrahim Arbab, Gada Hussain Soomro, Ishtiaq Mangi, Deputy Director Planning Sanaullah Rind, Irrigation Engineers Adeel Shah and other concerned officials attended the meeting.

Sindh Chief Secretary asks all Commissioners, DCs, Police and Irrigation officials to devise effective plan, remove encroachments from irrigation land across the province and submit compliance certificates as directed by SHC

Karachi: Sindh Chief Secretary Syed Mumtaz Ali Shah has directed the divisional and district administrations, and officials of police and irrigation department to devise an effective plan for expeditious removal of encroachments from irrigation land across the province so that the compliance of court orders could be ensured.

He issued such directives in an online meeting with the Divisional Commissioners, DIG Police of all divisions of the province, Secretary Irrigation, Deputy Commissioners and Senior Superintendents of Police of all the districts on Saturday.

Chief Secretary directed the Commissioners to monitor the anti-encroachment drive in their respective divisions and also directed the DIGs of Police to provide police force to the district administration as per their requirement to carry out the anti-encroachment drive.

Mumtaz Shah directed all the DCs and SSP to enhance their coordination on removal of encroachment and further asked all the DCs to submit the certificate after removal of the encroachments that there is no any government state /irrigation land encroached in their respective districts, as the same certificates will be submitted in Sindh High Court as per court directions.

The Divisional Commissioners informed the Chief Secretary that a facilitation center is being established in Commissioner Office and the focal person will keep in liaison and coordination with all the district administrations and officials of irrigation for getting updates and also acquire the desired plans and reports. Anti-encroachment drive launched on Thursday on court orders was suspended for two days after death of a man and protest of residents

Dadu: The district administration of Dadu plans to bulldoze 750 homes built at the irrigation department’s land and at the embankments of canals and channels. The action is being taken to remove encroachments from the lands as per directives of the Supreme Court of Pakistan.

Executive Engineer irrigation Lutufullah said that in first phase 150 homes would be demolished built at the embankments of Phakka and Jagir channels from Shahjahan Park to Panj More and in second phase more 600 hundred homes would be demolished on Dadu canal’s both sides from Panj More to Siyal More.

Following the court directives, the district administration of Dadu started anti-encroachment drive on Thursday to vacate the irrigation land and clear the embankment of Dadu Canal and its channels however it was suspended for two days by the Deputy Commissioner due to protest of residents and death of an aged man.

The anti-encroachment team was led by Assistant Commissioner Dadu Muhammad Ali Lund. Executive Engineer of Irrigation Department Lutufulallah, Mukthiarkar Dadu Abdul Hameed Khokar, DSP City, Anti-Encroachment SHO and lady police were also part of operation.

The authorities used heavy machinery to demolish homes of people who had illegally constructed homes on both sides of Phaka and Jagir channels.

Using bulldozers the team demolished the home of Ameer Jamali who had already vacated it.

During the operation a large number of men and women of the area staged sit-in and laid in front of bulldozers and demanded to stop demolishing their homes.

Laborer Muhammad Ali Mallah, one of the protesters, said that two years ago same operation was lunched by district administration and 180 homes were demolished but former Deputy Commissioner Shahzaman Khuhro and MNA Rafique Ahmed Jamali had assured on behalf of Chief Minister that victims, whose homes were demolished, would get free plots in Benazir Basti but neither DC nor MNA fulfilled their promise and plots were allotted to their own men.

He said that now they had constructed their three homes after getting loan but once again the government wants to demolish their homes, which is injustice with poor families. He warned that if their homes are demolished they would be compelled to commit suicide.

Ms. Pathani, another protester, said that the court had directed officials that they should first provide shelter before removing encroachments but even then poor people are being targeted.

During the protest, an aged man Muhammad Umar Joyo died at his home due to heart attack. Deceased’s heir and neighbors alleged that man had died due to shock of his home being demolished.

One Ghulam Ali Mallah told that two years ago during operation two aged women Shabana Mallah,  Gulshan Mallah and 12-year girl Sorath had died but no one helped them except making tall claims by elected MNA.

Later, DC Dadu Samiulallah Shaikh gave two-day time to the residents to leave their homes and warned that in case of violation FIRs would be lodged against them and they would be held responsible if any untoward incident took place.

Anti-encroachment drive will begin in all the nine districts of Hyderabad division within few days

The irrigation department’s land, banks of canals and watercourses will be cleared of illegal constructions; Commissioner Hyderabad issues directives to ensure implementation of court orders

Hyderabad: Commissioner Hyderabad Division Muhammad Abbas Baloch has ordered removal of all the illegal constructions and other encroachments from the irrigation department’s land and banks of canals and watercourses in nine districts of the division.

“No one should be allowed to have permanent or temporary construction on state land,” he directed while presiding over a follow up meeting regarding the encroachments on government land on Saturday at his office attended by the Deputy Commissioners of various districts of the division through video link.

He said that respective district administrations should coordinate with other line departments to remove all the remaining illegal construction on the state land.

Commissioner urged the Deputy Commissioners to ensure immediate and effective action for the removal of all illegal structures built on the irrigation canals and water courses. He also directed officials of irrigation department to contact the respective Deputy Commissioners of their district and provide the details of encroachment on canals and irrigation department land as the effective and timely actions could be taken against the encroachers.

He also asked the Deputy Commissioners to hold meetings with the irrigation department officials of their respective districts at the earliest so that effective plan can be devised and implemented.

Commissioner also directed for the formation of anti-encroachment committees headed by the Deputy Commissioners at the district level to remove the encroachments from the state land so that the decisions of courts could be implemented in letter and spirit.

On the occasion, Chief Engineer Irrigation Haji Khan Jamali briefed in the meeting and informed that in first phase, all the remaining encroachments on the irrigation canals, water courses, protective dykes, and routes leading to canals will be removed by the end of February 28, 2021. For this, he said, more support from respective district administration will be needed.

He further told that the notices have also been issued to the encroachers after identifying the state/irrigation land illegally occupied by them.

Deputy Commissioner Hyderabad Fuad Ghafar Soomro, who attended the meeting personally, assured full support and cooperation with irrigation department to remove the encroachments on irrigation land and canals in district Hyderabad. He requested Chief Engineer to share the details of encroachers of Hyderabad district who were served with the notices, so as strict actions could be taken accordingly.

The Deputy Commissioners of Badin, Dadu, Sujawal, Tando Allahyar, Tando Muhammad Khan, Matiyari, Jamshoro and Thatta attended the video conference and assured full support and cooperation to irrigation department for the anti-encroachment drive.

Managing Director, SIDA, Wali Muhammad Naich, Deputy Director Planning and Development Sanaullah Rind and other officials also attended the meeting. (PR)
