<p>In the 21st century, few debates are as complex and urgent as the question of whether data privacy is more important than national security. Rapid technological advancement has transformed the way societies function, making information one of the most valuable resources in the world. Governments, corporations, and individuals are all deeply connected through digital networks, and with this connectivity comes both opportunity and risk. While states emphasize the need for surveillance and data access to ensure safety, citizens increasingly demand protection of their personal information. The tension between these two priorities lies at the heart of modern democratic discourse.</p>
<p>Data privacy, at its core, is the right of individuals to control their personal information and to decide how it is collected, used, and shared. In today’s digital environment, people leave behind a constant stream of data—through social media activity, online transactions, location tracking, and even biometric systems. This data can reveal highly sensitive details about a person’s identity, preferences, beliefs, and behavior. Without proper safeguards, such information can be exploited for financial gain, political manipulation, or social control. As a result, data privacy is widely regarded as a fundamental human right, closely linked to personal autonomy, freedom of expression, and human dignity.</p>
<p>On the other side of the debate lies national security, a responsibility that governments cannot afford to neglect. States are tasked with protecting their citizens from both internal and external threats, including terrorism, cybercrime, espionage, and organized crime. In an increasingly interconnected world, many of these threats operate through digital channels, making access to data a critical tool for intelligence agencies. Surveillance technologies, data analysis, and communication monitoring can help authorities detect suspicious activities, prevent attacks, and respond quickly to emergencies. <p>Despite these concerns, it would be unrealistic to argue that national security should be entirely separated from data access. The nature of modern threats often requires timely and accurate information. For example, preventing a terrorist attack may depend on analyzing communication patterns or tracking suspicious financial transactions. In such cases, limited and targeted data collection can be justified, especially when it is conducted under strict legal frameworks. The challenge, therefore, is not to eliminate surveillance altogether, but to ensure that it is carried out responsibly and proportionately.</p>
<p>A balanced approach requires strong legal and institutional safeguards. Governments must establish clear laws that define the scope and limits of data collection, ensuring that any intrusion into privacy is necessary and justified. Independent oversight bodies should monitor surveillance activities to prevent abuse and ensure accountability. Transparency is also crucial; citizens should be informed about how their data is used and what protections are in place. Additionally, technological solutions such as encryption and anonymization can help protect privacy while still allowing for effective security measures.</p>
<p>Public trust plays a central role in this balance. When citizens believe that their government respects their rights and acts in their best interests, they are more likely to accept certain security measures. Conversely, a lack of trust can lead to resistance, skepticism, and social tension. Therefore, maintaining an open dialogue between governments and the public is essential. Policies related to data and security should not be imposed without debate; they must reflect the values and priorities of the society they serve.</p>
<p>In conclusion, the question of whether data privacy is more important than national security does not have a simple answer. Both are essential pillars of a stable and free society. National security ensures protection from harm, while data privacy safeguards individual rights and freedoms. Prioritizing one at the complete expense of the other can lead to serious consequences—either a vulnerable state or an oppressive system. <p>Human beings did not arrive at the idea of the state in a single moment; it was the result of a long and difficult journey shaped by fear, necessity, and<a href="https://royalsociety.org/blog/2026/03/survival-through-transformation-towards-adaptive-security/"> survival</a>. In the earliest stages, humans lived in conditions close to the jungle, where life was uncertain and governed by sheer strength and instinct. Gradually, they moved into nomadic and semi-nomadic patterns, forming small groups for hunting and gathering. These early societies were constantly exposed to natural disasters such as floods, diseases, and scarcity of food, along with the ever-present threat of external aggression from rival groups. Survival in such conditions was fragile, and individual strength alone was not enough.</p>
<p>It was within this environment that the first seeds of collective organization were sown. Humans began to recognize the need for a larger, organized force that could offer protection and stability. Initially, this took the form of alliances between powerful tribes. These unions were practical arrangements aimed at mutual defense and resource sharing. Over time, such alliances evolved into more structured configurations of authority, where leadership became more defined and systems of control began to emerge. Eventually, these arrangements hardened into despotic forms of governance, where power was centralized in the hands of a few. Despite this concentration of authority, the underlying justification remained rooted in welfare and protection. The state, in its earliest recognizable form, was meant to shield people from chaos and insecurity.</p>
<p>The moral foundation of the state, therefore, was grounded in the idea of collective welfare. It existed as a response to human vulnerability, a mechanism to ensure that individuals could live with a degree of safety and predictability. However, as human societies expanded in size and complexity, the character of the state began to transform. With the accumulation of resources and the emergence of ruling elites, power itself became an objective. Institutions that were originally designed to serve the collective gradually began to serve their own continuity. Security, which was once a means to ensure welfare, slowly turned into an end in itself.</p>
<p>This transformation became more pronounced as states came into competition with one another. External threats, territorial ambitions, and the desire for dominance pushed states to prioritize military strength and centralized control. Internally, maintaining authority required surveillance, discipline, and coercion. In this process, welfare did not disappear, but it was pushed into a secondary position. The success of the state increasingly came to be measured by its ability to maintain order, defend its borders, and assert its power, rather than by the well-being of its people.</p>
<p>The shift from welfare to security became unmistakable during the great wars of the twentieth century. The World War I and the World War II were not ordinary conflicts; they were total wars that mobilized entire populations and economies. Every aspect of society—industry, science, agriculture, and human labor—was redirected toward the war effort. These wars taught states a decisive lesson: in the modern world, survival depends upon military capability. Strength was no longer optional; it was essential.</p>
<p>Following the devastation of the World War II, this lesson did not fade. Instead, it was institutionalized during the Cold War, a period defined by constant tension and preparation for conflict. Although direct war between major powers was largely avoided, the entire global system was organized around the possibility of war. Military readiness, deterrence, and technological superiority became permanent priorities. The war industry, which had once expanded during times of conflict, became a continuous and central feature of the state.</p>
<p>It was in this environment that modern science and technology accelerated at an unprecedented pace. Institutions like NASA emerged not only from a desire for exploration but from strategic competition between powerful states. The space race symbolized technological achievement, yet it was deeply connected to missile development and military capability. The same rockets that could carry humans into space could also deliver destruction across continents.</p>
<p>The development of computers followed a similar path. Early computing systems were created to solve military problems such as artillery calculations and code-breaking. Over time, these systems evolved into the backbone of modern information technology. The internet itself has origins in defense projects designed to ensure communication during times of war. Today, fields such as Artificial Intelligence, cyber technology, and advanced data systems are increasingly integrated into military strategies, from surveillance to autonomous weapons and cyber warfare.</p>
<p>Even disciplines that appear purely civilian often carry the imprint of military priorities. Advances in aviation, materials science, and biotechnology have frequently been driven by defense needs. The boundary between civilian innovation and military application has become increasingly blurred, revealing a deeper pattern in the evolution of modern progress.</p>
<p>Thus, the state, already transformed into a security-centered institution, found in technology a powerful extension of its priorities. Scientific progress continued, but its direction was shaped by the imperatives of power and survival. The central question shifted from improving human welfare to enhancing the state’s capacity to defend and dominate. Technology became both a tool of protection and an instrument of control.</p>
<p>This does not mean that humanity has not benefited from these advancements. On the contrary, modern life has been profoundly improved by developments in communication, healthcare, and transportation. However, the underlying structure of innovation reveals a persistent truth: the most advanced technologies are often first developed in the service of war and only later adapted for peaceful use.</p>
<p>In this way, the evolution of the state and the trajectory of technological progress reinforce one another. The security state justifies its expansion through the language of threat, while technological advancement provides the means to respond to that threat. Together, they create a continuous cycle in which preparation for war becomes a permanent condition of peace.</p>
<p>The journey from survival to security, therefore, is not merely a story of progress. It is also a story of transformation, where the original purpose of the state—to protect human beings from suffering—risks being overshadowed by its own instinct for preservation. <p>The highly anticipated Forensics Conference and exhibition is set to kick off on 5th March as part of the <a href="https://www.worldpolicesummit.com/">World Police Summit</a>, hosted by the Dubai Police from 5th to 7th March 2024 at the Dubai World Trade Centre.</p>
<p>The Forensics Conference addresses seven scientific tracks and the current challenges in the field of forensics, global trends in leading law enforcement agencies, and the scientific and technological developments taking place worldwide.</p>
<p>Major General Ahmad Thani bin Ghalita Al Muhairi, Director of the General Department of Forensics and Criminology at Dubai Police, emphasized the significance of the Forensics Conference as a catalyst for progress in the field. He highlighted that the conference sheds light on the latest scientific and technological advancements in forensics, which have the potential to revolutionize various aspects of crime scene investigation, evidence analysis, criminal identification, judicial pursuit, proactive measures, and predictive techniques in criminal investigations.</p>

Bin Ghalita indicated that the conference provides a valuable platform for exchanging scientific knowledge, expertise, and best practices in the field of forensics, especially advancements that have made significant contributions to crime detection and the apprehension of offenders. He explained that the conference aims to engage experts from both the private and public sectors, as well as university students and postgraduate students specializing in relevant scientific disciplines.</p>
<p>Maj. Gen. Bin Ghalita further elaborated, “The conference encompasses various topics and aspects, such as olfactory fingerprinting, virtual anatomy, the applications of genomics in forensics, digital forensic evidence, technical analysis of incidents related to the Internet of Things, digital currencies, electronic wallets, and drones. Additionally, the conference will delve into numerous diverse subjects within the fields of forensic chemistry and psychology and explore the applications of linguistic sciences in serving justice.”</p>

<p>Furthermore, he affirmed Dubai Police’s commitment to keeping up with scientific advancements in crime prevention and apprehending offenders. Maj. Gen. Bin Ghalita underscored that this is achieved by providing the scientific and specialized personnel within the General Department of Forensics and Criminology with the latest technological advancements in various forensic disciplines to contribute to the provision of compelling physical evidence to support investigations and ensure justice is served before judicial authorities.</p>
<p>He further highlighted the importance of organizing conferences of this nature, where experts and specialists gather to discuss crucial topics, exchange knowledge and best practices, and foster constructive communication and collaboration.</p>
<p>Lieutenant Colonel Dr. Rashid Hamdan Al Ghafri, Director of the International Centre for Forensic Science (ICFS) at the General Department of Forensic Evidence and Criminology, emphasized that the conference will witness the establishment of strategic partnerships with international entities from both the government and academic sectors. He highlighted that these partnerships aim to drive advancements in the field of laboratories and forensics while simultaneously strengthening international cooperation through signing multiple memoranda of understanding by the International Centre for Forensic Science at the General Department of Forensics and Criminology.</p>

<p>Caretaker Sindh Chief Minister Justice (R) Maqbool Baqar has said that a general election is scheduled to take place on February 8, 2024, for electing 61 members for the national and 130 members for the provincial assemblies for which a security force comprising 133,000 policemen, Rangers and Pak Army will be deployed to guarantee the election&#8217;s transparency, fairness, and freedom.</p>
<p>This he said while addressing a press conference after presiding over a meeting to review the arrangements of the forthcoming general election here at CM House on Thursday. He was accompanied by Minister Home Brig (R) Haris Nawaz, Minister Information Ahmad Shah and others.</p>
<p>He added that there would be 19,006 polling stations of them 6531 were sensitive and 6496 highly sensitive. “I had a detailed meeting with the Chief Secretary, IG Police and DG Rangers in which all divisional commissioners and DIGs and provincial election commissioner, Sindh participated,” he said and added that the overall law and order situation, provision of missing facilities and arrangement of security staff, were discussed threadbare.</p>
<p>After the security audit the police have worked out a requirement of 109,000 police force against which 105,000 were available and there was a shortfall of 4000 policemen, the CM said and added that the shortfall would be met by the auxiliary force of the provincial government such as anti-encroachment force, Excise police, anti-corruption, Civil Defense, and frontier constabulary. Apart from the police, 10,000 Rangers and 14,000 Pak Army personnel would also perform election duty, he said.</p>

He added that an Election Cell has been established in Central Police Office (CPO) which was working round the clock.</p>
<p>At CPO, a complaint redressing and information sharing with others concerned against have been started, he said and added that control room has also been established at CPO which was in close coordination and liaison with the Control Room of the Ministry of Interior.</p>
<p>To a question, the CM said that the districts which had a history of violence in the last few elections have been termed as sensitive where necessary measures have been taken to keep the situation normal during the Election Day.</p>
<p>To another question, the CM said that in his review meeting, he got an update from the Commissioners about the repair of schools where polling stations were being established. He added that almost all the school buildings have been repaired and provided with the necessary facilities. “Even then, the chief secretary has been assigned to get verification certificates from all the commissioners for repair of the schools,” he said.</p>
<p>To a query, the CM said that the provincial Election Commissioner told him in the meeting that printing of the ballot papers has been started. “We would help the ECP to ensure safe and secure transportation of ballot papers to their destinations well in time,” he said.</p>
<p>The CM said that Provincial Election Commissioner Sharifullah told him that the arrangements for the Feb 8, general election were complete and the provincial, divisional and district administration was supporting the ECP to their best.</p>
<p>The CM told the media that the vehicles provided to the election staff were in good condition. “We would also ensure to provide uninterrupted electricity, transport, proper security, water, sanitation and such other facilities to all the polling stations,” he said and added that in the vicinity of polling stations an ambulance equipped with necessary equipment and doctors, fire tenders would be deployed.</p>
<p>CM Baqar told that the provincial election commissioner was satisfied with the support, necessary help and facilitation extended by the Sindh government. ‘Internally, we would keep the arrangements reviewing so that everything must sound and safe,” he concluded.</p>

<p>A high level meeting convened on Tuesday to review the arrangements for conduction general elections on February 8, was informed that 4000 highly sensitive polling stations would be equipped with CCTV cameras funded by the provincial government.</p>

<p>Chief Secretary Sindh, Dr. Muhammad Fakhre Alam provided detailed information on the preparations for the general elections, highlighting the damages caused to schools in the province due to recent floods. He informed that funds amounting to 1.5 billion rupees were allocated for the repair of these schools. Additionally, 3 billion rupees were allocated for missing facilities in polling stations for the elections.</p>

<p>An official handout issued from the office of Chief Secretary stated that speaking on security matters, DG Rangers Sindh Major General Azhar Waqas announced the deployment of 10,000 Rangers personnel for the general elections. IG Sindh, in his briefing, stated that 122,000 police force would be deployed for security purposes.</p>

He further informed about the establishment of an Election Cell within the Federal Interior Ministry to oversee the secure conduct of elections, involving representatives from all law enforcement agencies.</p>

<p>Stability in Afghanistan is in the interests of Russia and the entire region, said Sirajuddin Haqqani, the Acting Minister of the Interior controlling Afghanistan for the Taliban movement, during a meeting with the Special Representative of the President of Russia on Afghanistan, Zamir Kabulov, Interfax reports.</p>
<p>&#8220;Security and stability in Afghanistan serve the interests of the entire region, including Russia,&#8221; said Haqqani, whose words were quoted by the Taliban&#8217;s Ministry of Interior spokesperson, Abdul Matin Kani.</p>
<p>&#8220;The meeting discussed bilateral relations between Afghanistan and Russia, security issues, the growth of trade between the two countries, and Russia&#8217;s support for Afghanistan in regional and international forums,&#8221; the statement said.</p>
<p>It is noted that Haqqani described the relations between Afghanistan and Russia as good and emphasized that an increase in the number of delegations visiting between the two countries would contribute to further strengthening bilateral relations.</p>
<p>In turn, Kabulov stated that Russia respects the position of the Afghan government and wants to increase the level of bilateral trade between Afghanistan and Russia, said the Taliban&#8217;s Ministry of Interior spokesperson.</p>
<p>The day before, Russia&#8217;s Permanent Representative to the UN, Vasily Nebenzya, speaking at a UN Security Council meeting, stated that the order in the region depends on the situation in Afghanistan, so Russia supports the Afghans&#8217; desire to live in peace.</p>
<p>&#8220;The Russian Federation fully supports the right and desire of the Afghan people to live in peace and stability, as the order in the region depends on this. However, building this long-term sustainable peace is impossible without patient and pragmatic interaction with the de facto authorities on a wide range of issues,&#8221; Nebenzya noted.</p>
<p>According to him, the &#8220;coordination and coherence of actions of all players&#8221; in Afghanistan will determine a swift &#8220;way out of the existing impasse&#8221; and the subsequent international reintegration of the country.</p>

<p>The government of Tajikistan has submitted an agreement with the Chinese government on conducting joint anti-terrorism exercises for ratification. This document was signed following the May summit in Xi&#8217;an and has already been approved by Tajikistan&#8217;s Cabinet of Ministers. It now awaits approval from the parliament and the country&#8217;s president.</p>
<p>The agreement stipulates that Dushanbe and Beijing will organize exercises at least once every two years, with each party independently covering the associated costs.</p>
<p>The agreement is set for a duration of five years and will automatically renew unless one of the parties terminates it at least three months before its expiration.</p>
<p>China and Tajikistan have conducted anti-terrorism exercises in 2006, 2015, 2016, 2019, and 2021.</p>
<p>In 2016, the Four-Party Mechanism for Cooperation and Coordination in the ‘Fight Against Terrorism’ was initiated, bringing together China, Tajikistan, Pakistan, and Afghanistan.</p>
<p>Beijing and Dushanbe also collaborate in other areas aimed at enhancing security in Central Asia and Eurasia as a whole. Both countries are members of the Shanghai Cooperation Organization (SCO) and participate in its Regional Anti-Terrorist Structure (RATS). They are also involved in the Moscow format events related to Afghanistan, with the goal of ensuring stability in the country.</p>
<p>Experts note that Beijing seeks to cooperate with Dushanbe in the realm of security due to concerns about the increasing activities of radical Islamists, which pose a threat to both nations.</p>

<p>Sindh government and Chinese security authorities have agreed to work together to evolve a fool-proof security mechanism for Chinese working in the province in CPEC and non-CPEC projects.</p>
<p>This emerged in a meeting held between Sindh Chief Secretary Sohail Rajput and Chinese Ministry of Foreign Affairs’ External Security Commissioner Mr. Cheng Gouping along with their respective teams. The chief secretary was assisted by Acting IG Kamran Afzal, Home Secretary Saeed Mangnijo, Additional IG Karachi Ghulam Nabi Memon, Additional IG Special Branch Javed Odho, Additional IG CTD Imran Yakoob Minhas, Rangers Colonel Nasrum Minullah, Special Secretary to CM Rahim Shaikh and others. The Chinese delegation members include Defence Attache Mr. Yang Yang, Deputy DG CTD State Security of China Mr. Zhou Shanwu, Counselor Ministry of Foreign Affairs Mr. Wang Daxue, and Deputy DG International Cooperation (Public Security) Mr. Li Yuhong, Director Administration Chinese Embassy Mr. Sun Mingji, Deputy Director Asian Affairs Mr. Wei Guo and others.</p>
<p>The meeting, in the backdrop of the Karachi University incidents, agreed to work out a comprehensive plan to provide security to the Chinese nationals working in non-CPEC projects, on the pattern of CPEC-related projects security system.</p>
<p>The meeting was told that Sindh Chief Minister Syed Murad Ali Shah has already directed provincial police to conduct a security audit of the institutions/organization where Chinese are working under private arrangements. The provincial home department is collecting the data of all the Chinese working in the province so that they could be brought under the security cover. For the purpose, the visiting delegation was also urged to help the provincial government to develop a comprehensive data base, for which the delegation assured their full support. The chief secretary, on behalf of the Sindh Chief Minister, offered the Chinese delegation that their proposals, if any, for the fool proof security of Chinese nationals working in Sindh would also be incorporated in the new security plan being worked out on national and provincial levels. The chief secretary told the visiting delegation that the federal government has convened a meeting of all the provincial governments in Islamabad to discuss security of all the Chinese working in different province of the country next week.</p>
<p>The Chinese delegation was also briefed on the progress made so far into the Karachi University incident. The delegation was told that the day-to-day progress into the investigation of the case was being shared with the focal person, the Chinese authorities have nominated. The Chinese delegation offered to strengthen provincial police by providing them important equipment and gadgets used for investigation and other policing purposes. (PR)</p>

<p>A comprehensive fool-proof security plan in connection with the 2nd test match to be played between Pakistan and Australia at National Stadium Karachi has been prepared by the Security Division. The match is scheduled to commence from 12th March, 2022.</p>
<p>The plan was devised in a meeting chaired by the DIG Security and Emergency Services Division Dr. Maqsood Ahmed. Commandant SSU Zeeshan Shafique Siddiqui, Colonel Shakarzai of Pak Army, SSP East Qamar Raza Jaskani, Addl. Deputy Commissioner South Tabraiz Marri, Wing Commander Sindh Rangers Umer Zafar, Lt. Colonel Musawar Abbas of Sindh Rangers, officials of PCB along with all stakeholders attended the meeting.</p>
<p>Around 5276 police personnel will be deployed for the security arrangements. Some 1667 personnel of Security Division including 1148 Special Security Unit (SSU) Commandos, 1398 personnel of Traffic Police, 430 personnel of Special Branch, 375 personnel of Rapid Response Force (RRF) and personnel of Pak Army and Sindh Rangers will perform security duties along-with personnel from other law enforcement agencies at National Stadium Karachi, practice grounds, Karachi Airport, routes, hotels and other different areas, while sharp shooters will also be deployed at sensitive points.</p>
<p>SSU’s specialized command &amp; control bus will also be stationed at National Stadium to monitor law &amp; order in surroundings of the stadium. While, aerial surveillance will also be made during movement of the teams.</p>
<p>Moreover, Special Weapons and Tactics (S.W.A.T) team comprising highly trained and well equipped Commandos including lady Commandos will remain alert at SSU Headquarters and patrol in surroundings of the stadium as quick response force to challenge any emergency situation.</p>
<p>CNG-run vehicles and all type of drones are strictly prohibited inside the stadium premises.</p>
<p>All roads will remain open for the commuters except one track of Sir Shah Suleman road.</p>
<p>The following parking points have been allocated for the spectators coming to the National Stadium;</p>
<ol>
<li>a) Hakeem Saeed Ground at University Road near Bait ul Mukarram Masjid.</li>
<li>b) China Ground adjacent to National Coaching Centre (For VIPs only).</li>
</ol>
<p>Spectators will be transported from parking points to the stadium via shuttle bus service.</p>
<p>To assist the spectators, they will thoroughly be guided and assisted from parking points to the enclosure by the SSU Commandos attired in tracksuits.</p>
<p>SPECIAL INSTRUCTIONS FOR SPECTATORS:</p>
<p>⦁ Every visitor must bring his/her CNIC at the venue to prove their identity.</p>
<p>⦁ Make sure you reach the stadium early to avoid waiting in long queues.</p>
<p>⦁ Valid vaccination certificates must be shown at the time gaining access to the stadium.</p>
<p>⦁ Wearing mask is a must for everyone who is entering the stadium.</p>
<p>⦁ Any firearms, toy guns, explosives, firecrackers, cigarettes, matchboxes, lighters, any sharp edge materials like knives and metal/wooden clubs are not allowed inside the stadium.</p>
<p>⦁ Any banner/poster/placard displaying discrimination or obscene remarks on the grounds of race, religion or ethnicity are strictly forbidden.</p>

<p>A comprehensive fool-proof security plan in connection with the PSL-07 matches scheduled to commence from 27th January 2022 in Karachi has been prepared by the Security Division of Sindh Police.</p>
<p>Around 5650 personnel in total will be deployed for the security arrangements. 1700 personnel of Security Division including 1200 Special Security Unit (SSU) Commandos, 1500 personnel of Traffic Police, 500 personnel of Special Branch, 250 personnel of Rapid Response Force (RRF) and personnel of Sindh Rangers will perform security duties along-with personnel from other law enforcement agencies at National Stadium Karachi, practice grounds, Karachi Airport, routes, hotels and other different areas, while sharp shooters will also be deployed at sensitive points, says a press release issued by DIG Security and Emergency Services Division.</p>
<p>A specialized command and control bus will also be stationed at National Stadium to monitor law and order situation in surroundings of the stadium. While, aerial surveillance will also be made during movement of the teams.</p>
