Sindh Chief Minister Syed Murad Ali Shah has directed the health department to seek help from any international prestigious Psychiatry university for the establishment of Sir Cowasjee Jahangir University Psychiatry & Behavioral Science Hyderabad.

“Sir CJ institute is over 150 years old and has been a leading institute where patients from other countries used to come for treatment deserve to be the country’s best university.”

This he said while presiding over a meeting here at CM House on Monday

The meeting was attended by Minister Health Dr. Azra Pechuho, Parliamentary Secretary Qasim Soomro, Chairman Sindh Mental Authority Dr. Karim Khwaja, Chief Secretary Sohail Rajput, Chairman P&D Hassan Naqvi, PSCM Fayaz Jatoi, Secretary Health Zulfiqar Shah, and Commissioner Hyderabad Bilal Memon.

Minister Health Dr. Azra Pechuho briefed the chief minister about the up gradation of the institute as a university. She said that the institute’s hospital and other related departments would be upgraded, and the best faculty members would be inducted.

Chairman Sindh Mental Health Authority Dr. Karim Khawaja said that the institute was established over an area of 27 acres which was sufficient space for the university.

CM said that the old building of the institute happens to be a heritage, therefore it must be preserved and renovated accordingly.

Shah directed the P&D and Health department to sit together and prepare PC-1 for the university and meanwhile the charter of the university may be prepared.

CM directed the health department to contact any best international universities of Psychiatry and get their help for Sir C.J University so that it could be made one of the best universities in the country.

The CM said that he would keep holding follow-up meetings for the completion of the necessary documentation.  It may be noted that the CM during his recent visit to Sir CJ Institute had announced to upgrade it as a university.

Sindh Chief Minister Syed Murad Ali Shah Saturday announced to upgrade the 150-year-old Sir Cowasji Jahangir Institute of Psychiatry and Behavioral Sciences to the level of a full-fledged university.

“This would be the first ever university of Psychiatry & Behavioral Science in Asia. The institute being the 150-year-old institute deserves to be a university located in the heart of the province, Hyderabad,” he said while speaking at the inaugural ceremony of OPD Complex and Female Ward at Sir Cowasji Jahangir Institute of Psychiatry and Behavioral Sciences.

The program was organized by Chairman Sindh Mental Health Authority Dr. Karim Khwaja. Minister University & Boards Ismail Rahu, Minister Irrigation Jam Khan Shoro, MPAs Dr. Sohrab Sarki, Jabbar Khan, and others were present.

Shah said that his father, then chief minister Syed Abdullah Shah had visited this institute in 1994 and had inaugurated a ward.

CM said that the mental health conditions include mental disorders and psychosocial disabilities as well as other mental states associated with significant distress, impairment in functioning, and risk of self-harm or risk to others.

Shah said: “the exposure to unfavorable social, economic, geopolitical, and environmental circumstances – including poverty, violence, inequality, and environmental deprivation – also increases people’s risk of experiencing mental health conditions.”

He said that local threats heighten the risk for individuals, families, and communities. “Global threats heighten the risk for whole populations which is economic problems, disease outbreaks, humanitarian emergencies, like floods, and forced displacement due to the growing climate crisis,” he said and added every single risk and protective factor has only limited predictive strength.

Announcing to upgrade the Institute to the level of a state-of-art university, Chief Minister directed his Minister for U&B Ismail Rahu to get its legal formalities completed so that its charter could be passed by the assembly. “Meanwhile, work would be started,” he declared.

Speaking at 26th Convocation of Mehran University of Engineering & Technology at the University campus, Chief Minister that Pakistan in modern times has multiple challenges – the major challenge it faced was Economic constraints and at the same time catering to the needs of the young people who were unable to seek education, which made up a larger percentage of the country’s population.

The CM said that it was alarming to note that, amongst a population of 220 million, a very small percentage have access to University Level Education. “It is now our collective responsibility to prepare our students to play a pivotal role in the country’s socio-economic development in future times,” he said.

Earlier, Mr. Shah gave away degrees to the position holders of the university.

He congratulated Vice Chancellor Prof. Dr. Tauha Hussain Ali, Members of the Senate and the Faculty of Mehran University of Engineering & Technology (MUET), and MUET-Shaheed Zulfiqar Ali Bhutto Campus (Khairpur Mir’s), for holding the convocation.

The CM at the start of the visit of the Jamshoro chaired the 60th Parents Day of Petaro Cadet College. Mithi, Tharparkar: For the first time in the history of Pakistan the project of Thar Tele-help has been launched in Desert District Tharparkar by Sindh Mental Health Authority (SMHA) in collaboration with four other stakeholders. From Monday 5th April the Tele-help system will be functional in whole of Thar.

Thar foundation, Health Department Government of Sindh, Liaquat University of Medical and Health Sciences (LUMHS) and Sir Cowasjee Institute of Psychiatry and Behavioral Sciences have joined the hands with SMHA.

All these stake holders are working on this project since last two years and have trained 200 male and female doctors of Tharparkar for the prevention of suicide cases and on how to treat depression patients. Two months back the lady health workers have also been trained to start Thar Tele-help system.

For the purpose, the forms printed in Sindhi language have been given to lady health workers. They will go to the villages and identify the patient and fill the form. This form through apps will go to government civil hospital’s psychiatry ward in Mithi and Sir Cowasjee Institute of Psychiatry and Behavioral Sciences Hyderabad and the patient will be treated from there online three days a week – one day by the Mithi psychiatric doctor and two days by Sir Cowasjee Institute doctors. The patients will be given medicines free of cost for 15 days by Sir Cowasjee Institute of Psychiatry and Civil hospital Mithi. If needed, the patient will be admitted at Sir Cowasjee Institute of Psychiatry and Behavioral Sciences Hyderabad.

On April 01, a meeting was held at DHO office Mithi in which SMHA chairman Senator Dr. Karim Khuwaja, Vice Chancellor LUMHS Dr. Bikha Ram, General Manager Thar Foundation Naseer Memon, DHO Tharparkar Dr. Gordhan, MS Mithi Civil hospital Dr. Gul Munir Vistro, MS Sir Cowasjee Institute Dr. Amar Dabeer, psychiatrist Dr. Jameel Junejo from LUMHS, Dr. Bhert Kumar psychiatrist from Mithi, the representative of psychology department of Sindh University and Mr. Ali Talpur and others participated.

It was decided that in coming month first time in Pakistan’s history psychological autopsy will be conducted by Sindh University and LUMHS psychiatry department with the help of Professor Murad Mussa, who is the renowned expert in prevention of suicide of the world.

After the meeting, the team left for Nagarparkar where in a remote village the demonstration of Tharparkar Tele-help was made where a patient was identified by lady health worker and on smart phone it was connected with Mithi Civil hospital where psychiatrist asked the questions and treated the patients by giving instruction to him.

He will be provided with medicines free of cost.

Dr. Karim Khuwaja told Sindh Courier that this is a 1-year project funded by Thar Foundation and Insha Allah will continue for coming years also.
