<p>The World Sindhi Congress (WSC) has vehemently condemned the government of Pakistan&#8217;s proposed 27th Constitutional Amendment, calling it a repressive and calculated manoeuvre to curtail provincial rights and re-centralize power and resources.</p>
<p>“This proposal is a direct assault on the rights of historical nations and the federal structure of Pakistan,” WSC said in a statement issued on November 4, 2025.</p>
<p>The proposed changes reportedly include removing constitutional protections for the provinces’ share in the National Finance Commission (NFC) Award and transferring key subjects such as education, health, population planning, and natural resources back to the federation. This would re-centralize authority under the military-dominated establishment, reversing decades of struggle for provincial autonomy and blatant attempts to strip provinces of their financial and legislative independence.</p>
<p>“This so-called 27th Amendment is nothing short of a constitutional coup, designed to formalize military supremacy under a civilian disguise,” said Saghir Shaikh, Information Secretary of the World Sindhi Congress. “It will obliterate the rights of Sindhi, Baloch, and Pashtoon peoples, strip the provinces of their control over resources, and turn the federation into a militarized unitary state. Such measures not only violate the constitution’s federal spirit but also grossly contravene Pakistan’s human rights obligations under international law.”</p>

<p>The WSC is particularly alarmed by reports that the Pakistan People’s Party (PPP) — a party that seeks to build its image on the struggle for democracy and provincial autonomy — is considering supporting this authoritarian amendment. To do so would be an act of betrayal against the people of Sindh.</p>
<p>WSC believes that the proposed 27th Amendment will deepen the political marginalization, economic dispossession, and cultural suppression of the non-Punjabi nations, already suffering from systematic land grabbing, resource plunder, and gross human rights violations, including enforced disappearances and extrajudicial killings. This amendment will destroy its already fragile federation and democracy by legalizing domination by one province and its military elite. The people of Sindh, Balochistan, and Khyber Pakhtunkhwa reject this authoritarian project and will resist it through every democratic and peaceful means.</p>
<p>The World Sindhi Congress calls upon all democratic forces, human rights defenders, civil society organizations, and nationalist parties of Sindh and other oppressed nations of Pakistan to unite against this military-engineered assault. The WSC further urges the international community, including the United Nations, to take urgent notice of this move, which violates fundamental principles of self-determination, equality, and federalism. <p>The <a href="https://www.worldsindhicongress.org/">World Sindhi Congress</a> (WSC) has announced that its Chairperson, Dr. Rubina Shaikh, has been elected President of the <a href="https://www.unpo.org/">Unrepresented Nations and Peoples Organization</a> (UNPO).</p>
<p>“This remarkable achievement underscores Dr. Shaikh&#8217;s unwavering dedication to advocating for the rights of unrepresented nations and peoples worldwide. She served the organization as vice president for the last two years,” a WSC press release said.</p>
<p>The UNPO, founded in 1991, is an international membership organization with over 40 members. It provides a platform for nations and peoples who lack representation in major international forums to voice their concerns and advocate for their rights on the global stage. The WSC joined UNPO in 2016, seeking support in its struggle for the Sindhi people&#8217;s right to self-determination.</p>

<p>World Sindhi Congress (WSC) held an interactive discussion event on 30th June 2023 in Peterborough, Canada, titled ‘Current Situation in Pakistan &#8211; What the Oppressed Nations Should Do?’</p>
<p>The special guest of the event, Atif Tauqeer, a renowned vlogger, poet, journalist, and human rights activist from Germany, spoke in detail on the subject. The other participants included leaders of the diaspora organizations of the oppressed nations, political activists, writers, poets and journalists.</p>
<p>The contributions on the subject were made by Dr. Zafar Baloch, the leader of the Baloch Human Rights Council, Mumtaz Khan President of the International Center for Peace and Democracy, Andrew Lamkiewicz of World Sindhi Congress. Afaf, a researcher on forced religious conversion, poetess Huma Dilawar, human rights activist and poet Ruhi Kalhoro, and president of Sana Ontario, Imtiaz Shaikh.</p>
<p>At the start, Hajan Kalhoro, the Senior Vice Chairman World Sindhi Congress, welcomed the guests who came to speak and participate. He presented the case of Sindh against the backdrop of the dire situation of the oppressed nations in Pakistan. To remember the missing persons the video of Sheikh Ayaz&#8217;s song ‘We will meet when the red flowers bloom’, sung by Saif Samijo in his melodious voice was shown.</p>
<p>The speakers talked about various aspects of the situation of oppressed nations in Pakistan particularly on enforced disappearance of political workers and forced conversion of Sindhi Hindu girls. As a coincidence the WSC documentary about forced religious conversion produced for the ‘The Hague Human Rights Film Festival’ by the Global Human Rights on the same day was screened at the event.</p>
<p>Afterwards, Affaf Azhar talked in detail about his research and findings on forced religious conversions in Pakistan.</p>

The way forward is the unity of the oppressed nations on the ground and internationally. A large scale mobilization is needed on the ground to counter the atrocities and internationally to muster the action from the International Community.</p>
<p>Following this, Nadir Baloch presented the poetry of Gul Naseer Khan&#8217;s Balochi with translation. Irfan Sattar, Salman Haider and Huma Dilawar recited their selected poetry in the program on the subject of the situation of oppressed nations, highlighting the human rights atrocities.</p>
<p>In the end, Atif Tauqeer recited his famous poem on forced disappearances reminding and remembering the pain from Sindhu to Attock:</p>

<p>World Sindhi Congress is going to organize 35<sup>th</sup> International Conference to highlight the issues faced by Sindh in October this year at the University of Westminster, Harrow Campus UK.</p>
<p>The one-day International Conference, scheduled to be held on October 28, 2023, will discuss human rights situation prevailing in Sindh, transnational projects, Sindhi National Self-Determination, regional security, issue of forced disappearances, forced conversions, Sindhi Diaspora and oppressed nations of Pakistan.</p>
<p>According to Dr. Lakhu Lohano, Secretary General of World Sindhi Congress, the invited speakers will make presentations while Sindhi soul music will also be arranged.</p>

<p>A Siraiki language book titled ‘Muqadmai Siraikistan’ (A Case of Sirakistan), authored by Riaz Hashmi on the Siraiki national issue was launched at the 119<sup>th</sup> Birthday Anniversary celebration of Great Nationalist Leader and Thinker Saeen G. M. Sayed, organized here recently by G. M. Sayed Memorial Committee of World Sindhi Congress (WSC).</p>

M. Sayed.</p>
<p>The book-launching was performed by renowned linguist Dr. Qasim Bughio, Rahman Kakepoto, Umeed Laghari Malidino, Sagheer Shaikh, Hajan Kalhoro, Roohi Kalhoro and Noor-u-Nisa.</p>

<p>At the end, Mohit Budhwani, a young singer hailing from Mumbai India performed at the musical program and enthralled the audience by singing national songs and Siraiki Kalams of mystic poet of Sindh Sachal Sarmast.</p>
