Universities HEIs and Fee Refund Policy Guidelines for StudentsThe students are advised to be careful about the changing or shifting the HEIs/Universities across the country at the time of selecting Institute of their choice and keep in the view “National Fee-Refund Policy” and save huge amount so deposited.

The Pakistani students often apply for the admissions in more than two to three Higher Education Institutions (HEIs)/Universities across the country, especially those of Engineering & Technology, Biological & Medical Sciences, Agricultural & Veterinary Sciences, Arts and Humanities, Physical Sciences, Social Sciences, and Management Sciences Universities/HEIs.

HEIs/Universities, who follow semester/trimester system, are offering their admissions twice a year while those who follow annual system, use to offer admissions once a year. The admission tests are conducted by the Universities on different dates and final selection process is also completed on different dates across the country. At the time of selection, the students use to deposit admission fee in the accounts of one university/HEI. After one to two weeks later another university announces the test results and final admission process. Now the students have two options – either to join first one or the other. This situation creates the issues for poor students because the students have already paid fees in the first one HEI/University.

The Higher Education Commission (HEC) had devised ‘National Fee-Refund Policy’ on December 7, 2015. This policy was announced after the Heads of both public and private sector universities and HEIs of Pakistan unanimously agreed for it. The National Fee-Refund Policy envisages that the 100% (full) fee will be refunded upto 7th day of commencement of classes, for Semesters/Trimester System and upto 15th day of commencement of classes for Annual System. The 50% or half fee will be refunded upto 15th day of commencement of classes for Semesters/Trimester System and 16th to 30th day of commencement of classes for Annual System. Moreover, zero percent or no fee will be refunded from 16th day of commencement of classes for Semesters/Trimester System and from 31st day of commencement of classes for Annual System. The percentage shall be applicable on all component of fee, except for security and admission charges. Timeline shall be calculated continuously covering both weekdays and weekend.

In view of the above policy, the students are advised to be careful about the changing or shifting the HEIs/Universities across the country at the time of selecting Institute of their choice and keep in the view “National Fee-Refund Policy” and save huge amount so deposited.
