The construction of Sindh Cooperative College Hyderabad, which started in the year 2012, has not been completed even after nine years.

The Cooperative College was being established for imparting training to the officials of Cooperatives Department.

According to the officials of provincial Buildings Department, the reasons behind delay in project completion are lack of funds and the illegal occupation of college land by the land grabbers.

“The government had allocated 4.2 acre land for the college, of which 1.2 acre land is under illegal occupation,” the officials informed the provincial Industries, Trade and Cooperatives Minister Jam Ikramullah Dharejo during his visit to the incomplete project a few days back.

“The concerned authorities have been duly informed in writing but so far no response has been received with the result that work on remaining three acre land remains suspended,” officials told the minister.

The officials said that the work started back in 2012 at a cost of Rs.120 million and so far Rs.107 million had been spent. “Over the years, the estimated cost of project increased and a revised PC-1 of Rs.178 million was submitted to Planning and Development Department but the Monitoring and Evaluation Wing raised certain objections. “Now a fresh PC-1 has been submitted in the light of objections,” they told hoping that funds would be released shortly to complete the work.

The Inspectors, Sub Inspectors, Assistant Registrars of the Cooperatives Department will be imparted training at this college as such trainings are necessary for improving their efficiency and also to meet requirement for their promotion.

Currently, 40 officials are under training at the Committee Room of Shahbaz Building due to absence of the college, Abdul Rahman Memon, the College Principal, told the minister adding that the Sub Inspectors will undergo six-month training while nine-month training will be given to Inspectors and Sub Registrars.

The officials are being taught nine subjects including the cooperative laws, accounts, economics etc.

Minister directed the concerned officials to get the land evacuated from grabbers and complete the project soon as the funds are released.

Secretary Cooperative Department Naseemul Ghani Sahto and other officers were also present on the occasion however all of them kept mum over the serious issue of such a delay of project due to illegal occupation of land and other reasons that caused escalation of estimated cost of project from Rs.120 million to Rs.178 million. The building structure of the college has started showing the effects of water-logging and salinity.
