The post is lying vacant as no officer is willing to join because of political interference in administrative affairs.

Larkana Division of Sindh is without Commissioner since last two years following the transfer of Mr. Saleem Raza Khuhro and since then Commissioner of Sukkur Division Ghulam Mustafa Phul is holding the additional charge of that office.

Politically rich and considered as stronghold of Pakistan People’s party (PPP), the Larkana Division comprises of five districts – Larkana, Shikarpur, Kambher-Shahdadkot, Kashmore-Kandhkot and Jacobabad.

The Larkana is also the home district of Bhuttos but strangely Sindh government couldn’t find any ‘suitable’ bureaucrat during two years for posting him to head the divisional administration.

According to sources in provincial bureaucracy, the post of Divisional Commissioner Larkana is lying vacant as no officer is willing to join here because of political interference in administrative affairs.

The local circles confided this scribe that even the postings of other officers including Deputy Commissioner, Senior Superintendent of Police were also made on political grounds on the choice of PPP that rules the province since 2008.

They said that the officers posted here have to act accordingly to appease the PPP leaders and therefore the officers, instead of taking decisions in administrative matters on merit, await the directions from the political houses because they know very well if they crossed the lines and didn’t oblige them, they will be transferred.

In such a situation, the citizens, finding the officers toothless, have to visit the political houses to get resolved their issues through political influence, knowing that they would be in trouble approaching the officials directly without any reference. But even in that case, the political houses use to give preference to the people affiliated to the party.

Some people told on the condition of anonymity that during PPP chairman Bilawal Bhutto Zardari’s stay at Naudero House, only selected people can meet him while the common man find it difficult to approach him for getting their grievances redressed.

GDA MPA Moazam Abbasi while talking to this scribe also said that Sindh government use to post the officials who would obey the orders of party leaders. He said that most senior and professional officers are deprived of the postings, and many officials are holding dual charges.

According to him senior officers of grade 20 have been ignored.
