The NAB’s Regional Board also recommended converting the inquiries into investigation in five cases of corruption worth billions of rupees, against Speaker Sindh Assembly Agha Siraj Durani, former Chief Secretary Fazal-u-Rehman, former IG Prisons Nusrat Mangan and others.

Karachi: Regional Board of National Accountability Bureau (NAB) in its meeting held at NAB Karachi office on Friday, recommended plea bargain in four corruption cases and converting inquiries into investigation in five cases including the one against Speaker Sindh Assembly Agha Siraj Durani.

The meeting was chaired by Director General NAB Karachi Dr. Najaf Quli Mirza (PSP) and attended by Directors of Investigation Wings and respective Combined Investigating Teams of concerned cases. Various cases worth billions of rupees were deliberated, says a NAB press released circulated among media through e-mail.

According to press release, following decisions were made:

The Board recommended filing of Reference to the Competent Authority against officers & officials of Sindh Social Relief Fund (SSRF) & others. The accused persons Fazal-ur-Rehman, Ex-Chief Secretary / Chairman of SSRF and others are involved in misuse of authority, misappropriation and embezzlement of SSRF funds by investing the same in JS Mutual Funds. The accused persons caused loss worth millions of rupees to the Govt. Exchequer.

The Board recommended conversion of Inquiry into Investigation to the Competent Authority against Agha Siraj Durrani, Speaker Sindh Assembly and others on the allegation of embezzlement of funds in project of MPA hostel at Karachi.

The Board recommended conversion of Inquiry into Investigation to the Competent Authority against Officers / Officials of Roshan Sindh Solar Program and Others. The accused are involved misuse of authority and embezzlement of funds of installation of solar lights in Rural Sindh Phase –I & II. The accused caused loss to the tune of millions of rupees to national exchequer.

The Board recommended conversion of Inquiry into Investigation to the Competent Authority against Nusrat Hussain Mangan, Ex. IG Prisons Govt. of Sindh and Others on allegation of Accumulation of Assets beyond known sources of Income.

The Board approved conversion of Inquiry into Investigation against accused Hafeez ur Rehman Butt, Owner M/s Orient Housing Services Builders and Developers of “Billy’s Green Wood Residency”, Super Highway Karachi, Babar Chugtai and others. The accused are involved in Cheating Public at Large through non-possession of Cottages / Flats / Apartments / Shops to the allottees. Total amount involved in the case comes to the tune of millions of rupees.

The Board recommended Plea Bargain application u/s 25(b) of NAO, 1999  of accused Faheem Ahmed of Rs.4.610 million in Reference No. 02/2021 (Munawar Ali Bozdar, the then Chief Engineer / Project Director, RBOD Project, Officers/Officials of RBOD Project Irrigation Department, Govt. of Sindh, Contractors & Others) for acceptance by Competent Authority. The accused is involved in Embezzlement of Govt. funds through misuse of authority on the account of works and services rendered for flood works from 2017 to 2019.

The Board recommended Plea Bargain applications u/s 25(b) of NAO, 1999  of accused Nasr Zia of Rs.9.25 million and accused Muhammad Ahmer Aslam of Rs.9.25 million for acceptance by Competent Authority. The accused are involved in Misuse of Authority by awarding the contracts to vendors including in violation of relevant provisions of SPP Rules, 2010 and making payments without the actual verification of the services rendered / work done resulting in embezzlement of government funds thus causing loss to the national exchequer.

The Board accepted Plea Bargain applications u/s 25(b) of NAO, 1999 of accused M. Arif Siddiq of Rs. 49.34 million and accused Muhammad Jawaid of Rs.7.77 million for approval of Accountability Court in Investigation against Muhammad Iqbal, Muhammad Arif (Partners of M/s Marhaba Properties), Syed Aamir Ali Shah (M/s Axis Constructions) for project namely Premier Regency Villas, Karachi and others. The accused are involved Cheating Public at Large by way of selling fake and illegal plots on the name of housing society.

The Board accepted Plea Bargain applications u/s 25(b) of NAO, 1999 of accused M. Arif Siddiq, M. Jawaid and Faisal Waseem for surrendering their 50% share in usurped plots and recommended for approval of Hon’ble Accountability Court. Accused M. Arif Siddiq surrendered 25x usurped plots, M. Jawaid surrendered 22x usurped plots and accused Faisal Waseem surrendered 22x usurped plots in Reference No. 6/2017, titled State V/s Abrar Ahmed & Others. Accused in connivance with others are involved in usurping of plots of bonafide members in Pak Punjab Cooperative Housing Society. (PR)
