Pathways toward Peaceful Kashmir Resolution

The Jammu and Kashmir dispute is a long-standing territorial conflict between Pakistan and India that originated after the 1947 partition of the Indian subcontinent. Currently, India controls approximately 70% of the region’s population and 55% of its territory, while Pakistan holds about 30% of the territory.

China controls the remaining portion, including the Aksai Chin region, which is administered by China as part of its Xinjiang and Tibet autonomous regions. China claims Aksai Chin as part of its territory.

Pakistan’s official stance on the Jammu and Kashmir dispute reflects its belief that India often responds rigidly whenever Pakistan shows flexibility. Despite this, Pakistan has made several peaceful efforts to resolve the issue under various governments.

To work towards a resolution, there are four main steps that the Pakistani government and public should consider. First, Internal Consolidation is essential. This involves addressing domestic challenges such as political stability, economic growth, security, and social development to strengthen the country’s foundation before engaging externally. Second, a Strategy of Patience should be adopted. Pakistan must avoid hasty decisions and instead focus on gathering comprehensive information, making calculated moves, and setting long-term goals rather than short-term gains.

The third step is to Cultivate Partnerships with smaller South Asian nations such as Nepal and Bhutan. Building positive relations with these countries can help Pakistan gain support and perspective in resolving the Jammu and Kashmir dispute. Lastly, Pakistan should adopt an Integrated Strategy, ensuring that both the government and the public work in unison. This includes raising awareness, forming strong lobbying groups particularly among students and pushing for unified national efforts centered on the Kashmir issue. A coordinated approach from both the state and society could play a vital role in moving toward a peaceful resolution.
