Secretary Boards and Universities Government of Sindh has taken serious notice of alleged irregularities in the promotion practices in the Board of Intermediate and Secondary Education (BISE) Sukkur.

This inquiry follows reports of significant deviations from established protocols, particularly in the recent promotion of officers within the board.

According to credible sources, Abdul Fatah Mahar, who was listed as No. 15 in the seniority list issued by BISE Sukkur, was controversially promoted to the position of Secrecy Officer in Grade BPS-17.

This promotion reportedly occurred despite the existence of 14 other officers with higher seniority who were overlooked. The decision has sparked accusations of favoritism and nepotism, casting a shadow over the board’s adherence to merit-based promotion policies.

Further reports indicate that shortly after his promotion, Mahar was granted a Grade 18 position, along with a premature increment of Rs. 4,260. Moreover, he was assigned the roles of Secrecy Officer and Controller of Examination—a move that has raised further concerns due to its apparent conflict with established rules governing cadre-specific promotions.

Traditionally, promotions within BISE are delineated along distinct lines, with the Deputy Controller of Examination being eligible for advancement to Controller, and similarly structured progressions for the Admin and Accounts cadres.

Sukkur Board-1Mahar’s promotion from the Admin cadre into an Examination Wing has been criticized as a direct contravention of these guidelines. Repeated efforts to obtain a response from Abdul Qayoom Kandhar, the Secretary of BISE Sukkur, regarding these irregularities have gone unanswered, adding to the growing concern over transparency within the board.

In response to these allegations, Muhammad Abbas Balouch, the Secretary of Boards and Universities Government of Sindh, has vowed to conduct a thorough investigation. He emphasized the importance of upholding the integrity of the promotion process and ensuring that all officers eligible for promotion are treated fairly and in accordance with established policies.

Balouch has sought a comprehensive report from the Chairman of BISE Sukkur and affirmed his commitment to rectifying any injustices that may have occurred, thereby reinforcing the principles of fairness and meritocracy within the educational administration.

This developing situation underscores the critical need for stringent oversight and accountability in the promotion processes within educational boards, as such practices not only affect individual careers but also the overall credibility of the institutions involved.
